For almost decades the logical framework approach (LFA) has been the major planning tool in international development but it has been challenged by a „new“ planning tool called Theory of Change (ToC). But what exactly is a ToC and why was it invented? And do development interventions really need a new planning tool? Karin Kohlweg is a monitoring and evaluation specialist with more than fifteen years of experience in development. She has extensive experience in planning, managing and implementing different types of evaluations, reviews studies, and meta-analysis in various sectors and topics. Karin was the Head of Evaluation of the Austrian Development Agency, in Austria, has worked for UNICEF Bangladesh, UNICEF Nepal, at the Department of Sociology and Social Anthropology in Nürnberg, Germany and in 2018 founded her own company pme Kohlweg Consulting.
