1) Objective
The global objective of this call for proposals is to promote inclusive sustainable growth, to contribute to the economic prosperity and poverty reduction in Asia and Central Asia and to support the development of a green economy and the transition towards a low-carbon, resource-efficient and circular economy in the 24 target countries. The specific objectives of this call for proposals are: (1) Specific Objective 1: promote sustainable production (development of less polluting and more resource efficient products, processes and services) and sustainable consumption patterns and behaviours in Asia and Central Asia, through an improved understanding and strengthened cooperation between Europe and Asia/Central Asia, notably by supporting SMEs and MSMEs in adopting SCP practices and getting access to finance, and by mobilizing the private sector, financial intermediaries, retailers, producers and consumer organisations and groups, along with relevant public sector authorities; and (2) create an enabling environment to strengthen the implementation of national SCP policies in target countries and assist stakeholders (government, private sector, citizens, civil society) in harvesting the benefits of Sustainable Consumption and Production.
2) Eligibility
In order to be eligible for a grant, the lead applicant must be: (1) be a legal person; (2) be non-profit-making; (3) be a business and for-profit organisation (e.g. chamber of commerce, industry association, trade federation, Micro, Small and Medium-Sized Enterprises-MSMEs, clusters, etc. ), a consumer organisation, a research centre, a development organisation, a labour organisation; (4) be a specific type of organisation such as: non-governmental organisation, public sector operator, local authority, international (inter-governmental) organisation as defined by Article 156 of the 2018 Financial Regulation; and (5) be established in a Member State of the European Union or its Member Countries.
3) Location
Actions must take place in South and South East Asia and Central Asia.
4) Budget
The overall indicative amount made available under this call for proposals is €45,700,000: (1) Lot 1: Asia: €32,700,000, (2) and Lot 2: Central Asia: €13,000,000. Any grant requested under this call for proposals must fall between €1,000,000 and €3,000,000. Any grant requested under this call for proposals must fall between the minimum (50%) and maximum (90%) percentage of total eligible costs of the action.

The concept note together with the declaration by the lead applicant must be submitted online via PROSPECT. The deadline for the submission of applications is 28/02/2019 at 12:00 (Brussels date and time).
