1) Objective
The aim of this programme is to address drought resilience and sustainable livelihoods through promotion of climate resilient and nutrition sensitive agriculture interventions. This CfP should clearly contribute to reduction of malnutrition of the most vulnerable people, and in particular of children, women and other disadvantaged groups and improve their livelihoods and resilience to climate shocks and stresses. The global objective of this Call for Proposals (CfP) is to: Contribute towards increased resilience of communities in ASAL areas of Kenya to drought and other effects of climate change. The specific objectives of this call for proposals are to: (1) enhance food and nutrition security of vulnerable households, especially for women and children; and (2) generate sustainable livelihoods and protect productive assets.
The CfP should also target both gender specific and gender sensitive issues. Women empowerment should be addressed through specific actions to strengthen knowledge, access to resources, decision-making and economic capabilities. The programme foresees the promotion of group-based income generating initiatives at community level. Women’s groups, such as “mother to mother support groups”, “kitchen-garden” or “small ruminant/poultry-keeping” groups and youth groups will be strengthened and scaled-up. The main expected results for this action are: (1) Result 1: Productive, climate resilient and nutrition sensitive agriculture and livestock production strategies and measures are implemented; (2) Result 2: Key productive household assets and community investments are sustainably protected and safeguarded against recurrent droughts and the effects of climate change and recovery capacities are strengthened; and (3) Result 3: County administrative services, cross-sectoral collaboration and local livelihood initiatives are strengthened. Under this CfP, four lots will be considered, one for each of the targeted counties, i.e.: Lot 1: West Pokot; Lot 2: Baringo; Lot 3: Tana River; Lot 4: Isiolo.
2) Eligibility
In order to be eligible for a grant, the lead applicant must: (1) be a legal person; (2) be non-profit-making; and (3) be a specific type of organisation such as: non-governmental organisation, public sector operator, local authority; and (4) be established in a Member State of the European Union or a Member State of the EEA (European Economic Area) or an ACP-EC Partnership Agreement.
3) Location
Actions must take place in Kenya.
4) Budget
The overall indicative amount made available under this Call for Proposals is €18,000,000. Indicative allocation of funds by lot/geographical distribution is €4,500,000. Any grant requested under this call for proposals must fall between €4,400,000 and €4,500,000. Any grant requested under this call for proposals must fall between the minimum (50%) and maximum (80%) percentage of total eligible costs of the action.
5) Application
The concept note together with the declaration by the lead applicant must be submitted in PROSPECT. The deadline for the submission of concept notes is 25th October 2018 at 15:00 hours (Brussels date and time).
